David

David joined Mellor Olsson in 2005 and is a specialist in Local Government, administrative, planning and environmental law. His qualifications include a Law degree from the University of Leeds and a Graduate Diploma in Management.

David qualified as a solicitor in England in 1973 and was admitted to practice in South Australia in 1997. He has spent more than 30 years providing legal and policy advice to major public sector organisations. He has held senior management positions in large Councils in England, adding to his understanding of Local Government matters. David was also Chief Officer of a large Council in the UK with responsibility for corporate administration, governance and legal issues, managing 100 staff.
 
David has extensive experience in statutory interpretation, governance and administrative practice involving Local Government and applies a commercial approach to Local Government business activities. He has advised on many environmental and planning issues arising from developments of all kinds, from major projects such as the Port Adelaide Waterfront Development and the Adelaide- Darwin Railway, to development applications, contaminated land, compulsory acquisition and related infrastructure, and property issues affecting both public and private sector organisations and individuals.

His wide experience of Government, both as a Chief Officer of a Council and lawyer in private practice, enables him to appreciate the administrative, commercial, legal and political processes and outcomes required by Local Government to achieve its objectives.

David is a member of The Law Society of South Australia, the Local Government Managers Association and the National Environmental Law Association.
